AIKEN COUNTY — A woman with her hands cuffed behind her back ran into the path of a truck driven by Anthony J. Moore in Aiken County. Authorities arrested Jonathan Willard, 39, of New Ellenton, on one count of kidnapping and one count of impersonating a law enforcement officer.

Moore, a 53-year-old truck driver, observed a man in a Cadillac swerve ahead of his truck and drive away from the scene. Dashboard camera footage recorded these events, though the recording contains no audio. "I let my window down and she said, 'Please help me. He's trying to kidnap me,'" Moore said.

Moore said the man who had been pursuing the woman pulled up alongside his truck and displayed an object resembling a police badge. According to Moore, the man stated, "I'm with law enforcement, and she jumped out of my car." Bystanders intervened, removing the handcuffs from the woman and offering her water. Moore also accompanied the woman back to the location where she had escaped in an attempt to find her belongings, but they were unsuccessful.

An incident report from the Aiken County Sheriff's Department said a man in a green Cadillac approached a woman from behind, claiming to be with the police. The report states the man took the woman's phone and Social Security card, handcuffed her, and placed her in the back seat of his vehicle. The woman told police the man stopped the vehicle near a gated property and exited. She told police the rear doors were locked. While the man searched the trunk, the woman climbed over the front seat and exited through the open driver's side door.

Willard was held at the Aiken County Detention Center on Thursday. The Aiken County Solicitor's Office reported that Willard has not been assigned a defense attorney, and no court dates have been scheduled for him. Moore also serves as a pastor at Amazing Grace Ministries in Denmark, South Carolina, and he served in the U.S. Army for 27 years. "When I learned that he was caught the next day I was relieved of a lot of things that he didn't get away, to go try that again someplace else," Moore said.
