HOUSTON — Businesses on Washington Avenue in Houston are experiencing disruptions due to repeated water shutoffs. Houston Public Works classified an initial shutdown as a test that did not require advance notification.

Owners and employees along the avenue reported operational issues. Stylist Lindsey Kidd stated, "This is the fifth time in three weeks." Restaurant Laurenzo's reported a revenue loss of approximately $5,000 during the most recent water outage. A nearby dermatology office and a dental office also reported disruptions.

An email from the City Council District D office indicated that Public Works determined the test did not require prior notice. The email stated weather delays and unexpected construction issues extended the timeline for the water work. A nearby restaurant owner stated construction crews initially planned to complete the work overnight, but the schedule changed after local businesses requested accommodations for dinner service. Contractors also delayed work while waiting for parts, which extended construction into the next day.

City Council Member Joe Panzarella, who represents District C, plans to meet with city officials. His goal is to determine why certain test jobs, when affecting nearby businesses, do not necessitate advance notification.
